The City of Ilagan gears up for Mammangi Festival 2023

On May 27-31, 2023, the City of Ilagan is expected to launch and host various events featuring colorful parades, harvest offerings by the farmers, and a food festival of corn-based dishes for Mammangi Festival 2023. Started in 2011, the festival also features much-anticipated occasions like the vivid buoy parade and road-moving exhibitions executed by youthful Ilagueño artists wearing local ensembles made of indigenous materials. Awesome events like the Little Miss Ilagan, Miss Gay Mammangi, and Mammangi Festival Queen showcase the creative gifts of Ilagueños.

From mangui or corn in the local Ibanag dialect, the city which is known to be the Corn Capital of the Philippines aptly celebrates the Mammangi Festival with such pomp and festivity while honoring its farmers for the bountiful harvest.

Yummy cornbetes!

A must-visit in the city would be the Mangi Food Hauz and Pasalubong Center which is run by the Department of Agriculture-Cagayan Valley Research Center (DA-CVRC) Employees Multi-purpose Cooperative. Located at Acacia St., Brgy. Baligatan, the restaurant offers corn fare such as corn coffee, energy ball, puto, nachos, inandappel, corn shakes, pansi de mangi, and pastillas de mangi.

The food house, through its manager Ms. Elizabeth S. Allam, has also successfully developed various corn recipes such as creamy cornbonara (flat noodles made of purple corn), pinataro (the ginatan with corn-based galapong), cornganisa (a vegan sausage with corn), and corn pizza. During our visit in January this year for the Bambanti Festival, the cornbetes – the resto’s decadent soft ice cream – was a hit among the visitors.

Isabela's well loved pancit!

My own version of Pancit Cabagan

Have a taste of Pancit Cabagan

For sure media delegates once again would love to have a taste of Isabela's famous noodles -- the Pancit Cabagan. No less than Rep. Tonypet Albano hosted a brief merienda meeting for the media reps during our visit in January. He was so proud to tell us that "his great-grandparents pioneered the recipe,” noting that it was an adaptation of recipes they brought in from China. The dish was a big hit with us so we still visited a restaurant offering this pancit after our visit at the Albano ranch-turned- home.

Mammangi Festival prepares the city for Bambanti

The Ilagueños for sure can't get over the exhilarating province-wide fiesta that was Bambanti. Soralyn Catchan and her children Claire, 11, and Raha Jhane, 15, were among the thousand spectators at Isabela Oval during the dance parade showdown. Soralyn said her kids have grown to watch the festivity through the years. The mother of all featival in Isabela, she said, shows the unity and oneness of the people of Isabela which she feels proud about.

Her beauteous teener Raha Jhane who stands tall for her age was Little Ms. Ilagan candidate at 8 years old. So who knows? Claire could be a candidate this year sister for Ma. Little Ilagan while Raha Jhane may vie for Queen Isabela next year!

Building a robust national ICT infrastructure

The opportunities from digital innovations were accelerated by the COVID-19 pandemic as limitations on mobility prompted citizens to accelerate migration to digital spaces. In the Philippines, these changes are evident in the growth of digital payment systems, online meeting platforms, electronic health services, online retail, direct delivery services, and many others. However, with increasing connectivity comes increasing cyber threats. That’s why efficient solutions and infrastructure are essential in combating cyber threats and ensuring business survival. Individually, Filipinos are susceptible to data breaches and privacy violations online. On a societal level, cyberattacks by state or non-state actors on critical infrastructure can undermine national security and impact economic activity. While cyber threats originate online, their consequences can manifest beyond the digital space into our physical lives. These kinds of attacks also have direct economic costs. In fact, f
