ARTA, JCCIPI collaborate to improve business environment, reinforce investor confidence

In the pursuit of a vibrant, globally competitive economy, the eradication of red tape is not merely an administrative goal—it is a critical economic imperative. Bureaucratic delays, convoluted processes, and opaque regulations can severely stifle business growth, deter foreign capital, and undermine a nation's competitive edge. Recognizing this, the partnership between the Anti-Red Tape Authority (ARTA) and the Japanese Chamber of Commerce and Industry of the Philippines, Inc. (JCCIPI) marks a monumental step toward fostering a more transparent, predictable, and efficient business environment in the Philippines.

At the heart of this collaboration is the robust implementation of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act. By streamlining government processes, ARTA plays a vital frontline role in dismantling bureaucratic hurdles that hinder commercial activity. A streamlined government service delivery system directly translates to lower operational costs, reduced time-to-market, and heightened confidence among investors who rely on predictability and efficiency to thrive.

The agreement was signed by Mr. Shigeru Shimoda, President of JCCIPI, and Secretary Ernesto V. Perez, Director General of the Anti-Red Tape Authority. Witnessing the signing were H.E. Kazuya Endo, Ambassador of Japan to the Philippines; Mr. Kazuhiro Nomura, Vice President of JCCIPI;
Undersecretary Juabilly P. Racho, Deputy Director General for Regional Field Operations; and Undersecretary Lea-Grace B. Salcedo, Deputy Director General for Operations.

As one of the country’s most influential foreign business organizations, JCCIPI and its nearly 700 member companies serve as invaluable partners in this mission. By stepping up as ARTA Champions, the Japanese business community bridges the gap between foreign investors and the Philippine government. Their active participation—ranging from identifying regulatory bottlenecks and reporting fixing activities to contributing vital insights during policy consultations—ensures that government reforms remain practical, responsive, and grounded in the realities of commerce.

Ultimately, this strategic alliance underscores the shared commitment of both the Philippine government and its enduring Japanese partners to cultivate a premier investment destination. By championing anti-red tape initiatives and nurturing a streamlined regulatory framework, ARTA and JCCIPI are not only facilitating smoother business operations for foreign investors, but they are also driving sustainable economic growth, job creation, and long-term prosperity for the Philippines.
